What is RECAP?
RECAP is a Faith-based/community and Law Enforcement partnership calling for effective intervention/response to a crime/trauma scene.
The activation is initiated by Law Enforcement Supervisors in charge of a crime scene.
Faith-based leadership plays a key role on the premise of ‘murder is a moral decision’.

RECAP is a viable model
to collaborate with Federal, State, and local law enforcement to replicate violence reduction in additional cities.
RECAP has potential for strategic plan convening, templates, training manuals and workshops for engaging, educating, equipping, and empowering national leaders and Police departments
RECAP’s proven strategy and unique model for execution can easily be scaled without placing increased pressure for tax payer funding.

RECAP Timeline & Outcome

  • MAY 8: Four people injured in a gang related shootout and one, a 10-year-old girl.

  • MAY 9: RECAP Activation and Community Response with Police

  • MAY 10: Detectives arrest 18 and 20 yr. old: Charges of attempted murder, battery with (firearm), conspiracy to commit murder.

The History

Activations begin 2006

Activations began in 2006 in the Bolden Area Command in a 3 square mile area with 19,800 residents through our Safe Village Initiative.

High Violent Crime Area

Data defined this as a high violent crime area.

Began with 8 Responders

Faith Based Leaders have been in the forefront of these Activations, beginning with 8 Responders.

Successful Model

RECAP Violence Responders Program is an outgrowth of that successful model.

Community Coalition

A Community Coalition for RECAP sustainment efforts is in place in each of 9 Area Commands
